Elarbi has been working as a teacher trainer and acting as a department chair since 2002. In 2003, he founded the Moroccan Center for Civic Education (MCCE) that has become a leading institution in civic education in Morocco. He is the Executive Director of the Center and has been working closely with the policy makers from the Ministry of Education and the Moroccan Higher Council for Education as well as other public and private institutions to enhance the values of citizenship and sustain the civic education programmes.
He has been leading many national, regional and international projects in civic education funded by MEPI, USAID, HED, Planet Finance, US Department of Education, FNUD, Center for Civic Education, California, Bowling Green State University and other local funders.
